BE IT ENACTED by the Senate and House of Representatives of the United States of America in Congress assembled,
THATin lieu of the money, which under existing laws, is allowed to volunteers as a commutation for clothing, the President be, and he is hereby, authorized to cause the volunteers to be furnished with clothing in kind, at the same rates, according to grades, as is provided for the troops pf the regular army.
