For the relief of Barclay and Livingston, and Smith, Thurgar, and company.

Be it enacted by the Senate and House of Repre- sentatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and required, to pay to Barclay and Livingston, and Smith, Thurgar, and company, merchants in the city of New York, any excess of duty paid by them to the collector of the port of New York, upon the impor- tations of Jute grass, under the name of India matting, India weed, Hemp carpeting, or Jute carpeting, under the tariff law of eighteen hundred and forty-two, and imported in the years eighteen hundred and forty-two, eighteen hun- dred and forty-three, eighteen hundred and forty-four, and |

eighteen hundred and forty-five, beyond what the same were legally chargeable with ^(^and interest thereon from the time of payment;^)^ said sum to be paid out of any moneys in the treasury not otherwise appropriated: Provided, The total amount does not exceed twelve hundred dollars, and that if either of the persons hereinbefore named, is in any manner indebted to the United States, the sum so payable to such indebted person, or so much thereof as will be ne- cessary, shall be retained in set-off to such indebtedness. |
