For the relief of the legal representatives of Cornelius Manning, deceased.

Be it enacted by the Senate and House of Repre-
sentatives of United States of America in Congress
assembled
, That there be paid to the legal representatives
of Cornelius Manning, deceased, of the State of Maryland,
the sum of two hundred and eighty dollars, out of the fund
(if so much there be unapplied) allotted by the Brit-
ish government, under the first article of the treaty of
Ghent, (that sum being the estimated average value of
slaves, established by the board of commissioners, which
sat under the said convention,) as compensation for a slave
conveyed from the United States, on board the British
fleet, in the year eighteen hundred and fourteen, and not
recovered by the said Manning or his legal representatives.

Provided, however: That no part of the above sum shall be taken from any of the claimants whose claims shall have been recorded in the State Department nor shall it be paid unless the Secretary of State is satisfied that ^it can be paid out of said fund & that^ no other person shall be injured or prejudiced by the payment of the same, and, also that the claims comes within the Treaty of Ghent, and ought to be allowed.

Provided ^also^ that nothing in this bill shall be so construed as to allow pay from the treasury any greater sum (“ including” the expenses of the commission to determine the claims for [House?]) than the amount received from Great Brittain Venable to amend Giddings “B” strike out words in brackets.
