A BILL
For the relief of Elisha F. Richards.

Be it enacted by the Senate and House of Repre-
sentatives of the United States of America in Congress
assembled
, That the petition and papers of Elisha F.
Richards, of Onondaga county, New York, be referred to
the Third Auditor of the Treasury for examination and
settlement; and that the said Auditor be required to ascer-
tain, by depositions or other legal means of proof, the dif-
ference between the value of the property of the said Rich-
ards, seized in the winter of eighteen hundred and thirty-
eight by the deputy marshal of the northern district of
New York, for an alleged violation of the revenue laws
of the United States, and the amount of a judgment sub

sequently recovered against the said Richards, in the dis-
trict court of the United States for the northern district of
New York, and paid by him.
Sec. 2. And be it further enacted, That the Secreta-
ry of the Treasury be, and he is hereby, authorized and
directed to pay, out of any money in the treasury not other-
wise appropriated, to the said Elisha F. Richards, the dif-
ference in value (if any) which may be ascertained as
aforesaid, and certified by the Third Auditor of the Treas-
ury; and the sum so paid shall be in full for all losses and
expenses sustained or incurred by said Richards, in conse-
quence of said seizure.
