And be it further enacted, That the ^S recede^ Postmaster General may, if in his opinion required for the public service, make a suitable allowance as to the postmaster at Picolata, Florida, ^don’t concur.^ for services as a distributing agent, not to exceed two hundred dollars per annum.

And be it further enacted, That the Post Master General be, and he is hereby, authorized ^Entd^to establish Post Offices and appoint deputy postmasters ^concur^ at San Diego, Monterey and San Francisco and such other places on the coast of the Pacific in California, within the territory of the United States, and to make such temporary arrangements for the transportation of the mail in said territory as the public interest may require; that all letters conveyed to or from any of the above mentioned places on the Pacific from or to any place on the Atlantic coast shall be charged with forty cents postage; that all letters conveyed from one to any other of the said places on the Pacific shall pay twelve and a half cents postage; and the Postmaster General is authorized to to apply any moneys received on account of postages aforesaid to the payments to be made on the contract for the transportation of the mails in the Pacific Ocean. further authorized to employ not exceeding two agents in making arrangements for the establishment of post offices and for the transmission, receipt and conveyance of letters in Oregon and California at an annual compensation not exceeding that of the principal clerks in the Post Office Department.
^29^ Sec. 5. And be it further enacted, That ^S recede^ a sum not exceeding ten thousand dollars be and is hereby, appropriated, to be expended under the direction of the President of the United States in payment for the services and expenses of such persons as have been engaged by the provisional government of Oregon, in ^Don’t concur.^ conveying communications to and from the United States, and the purchase of presents for such of the Indian tribes as the peace and quietude of the country requires.
^30^ Section 6. And be it further enacted, ^S recede^ That the Secretary of the Treasury be, and he is hereby authorized and directed to pay, out of any moneys in the treasury not otherwise appropriated the sum of three thousand one hundred and seventy-five dollars and eleven cents to Thomas Rhodes, in full satisfaction for the expenses incurred by ^Don’t concur.^ him in opening and constructing a road from Mobile, in Alabama, to Pascagoula bay, for the transportation of the mail in the year eighteen hundred and twenty-eight in pursuance of an implied authority and contract from the Postmaster General.
^31^ Sec. 7. And be it further enacted, That the ^S recede^ ^Disagreed to^Postmaster General pay to John T. Sullivan out of

the unexpended money appropriated by the act of the twenty-ninth August one thousand eight hundred and forty two, entitled “an act to provide for the publication of the Laws and Regulations of the Post Office Department” fourteen hundred and sixty seven dollars seventy five cents for folding cutting stitching and quarter binding with muslin backs seventeen thousand five hundred copies of “Law and instructions to Postmasters” also for storage on the same for three years and for printing envelopes and covering fifteen thousand three hundred copies of the same.
^32^ Sec. 8. And be it further enacted, That the ^S recede^ Auditor of the Treasury for the Post Office Department credit the account of John Lorimer Graham, late ^Disagree^ postmaster in the city of New York, with a sum equal to the debit, for his disbursements from the post office fund, in leasing ground and buildings, and fitting the same for the principal branch post office in that city, under the direction of Charles A. Wickliffe, late Postmaster General.
^33^And be it further enacted, That the ^S recede^ Postmaster General pay to the said John Lorimer Graham, with interest from the tenth day of May, ^Disagree^ eighteen hundred forty-five, the sum of two thousand seven hundred and four dollars and thirty-one cents; the said Graham having overpaid that amount at said date.
