Mr. Bowdon, from the Committee on Revolutionary Claims,
reported the following bill:
A BILL
For the relief of the heirs of Col. David Hopkins.

Be it enacted by the Senate and House of Repre-
sentatives of the United States of America in Congress
assembled
, That the Secretary of the Treasury be, and
he is hereby, authorized and directed to pay to the heirs
or legal representatives of David Hopkins, deceased, late
of the State of South Carolina, out of any money in the
treasury not otherwise appropriated, a sum equivalent to
eight thousand two hundred and seventy-three pounds, as
a reinbursement to the heirs of said David Hopkins, for
so much money by him advanced and expended in aid of
the revolutionary war; and also the amount of his com-
mutation for half pay for life, being five years’ full pay
for his services as a colonel in said war, together with such

interest on each of said sums as the party would have
been entitled to, if a final settlement certificate had been
issued for the amount of his commutation, and for the
money so by him advanced and expended in aid of the
revolutionary war, and the same had been by him sub-
scribed to the loan created by the act of one thousand
seven hundred and ninety, providing for the funding the
debt of the United States: Provided, That any sum or
sums of money found to have been paid to him or his
heirs or legal representatives, on account of said commu-
tation, or money so advanced and expended, shall be de-
ducted from the said amounts so above directed to be paid.
