That the Secretary of the Treasury be, and he is hereby, directed to pay to William
M Blackford the sum of eleven hundred and twenty-five dollars, it being the usual
Return allowance to charge d’affairs to foreign courts, and that the same be paid
out of any money in the treasury not otherwise appropriated.
