Mr. Gregory, from the Committee on Commerce, reported the
following bill:
A BILL
To provide for landing and storing the cargoes of vessels
from foreign ports and for other purposes.

Be it enacted by the Senate and House of Repre-
sentatives of the United States of America in Congress
assembled
, That it shall be lawful for the collector of
any port of entry, to grant, on the application of the
owner or consignee of any vessel from a foreign port,
having a cargo on board, at any time after said vessel
shall have been entered according to law, an order to the
inspector having charge of said vessel, to send said cargo
to the public store or warehouse, at the risk and expense
of the owners thereof, and subject to the existing laws
relating to goods put into the public stores or ware-
houses: Provided, That said inspector shall not send

any portions of said cargo to the public stores or ware-
houses, for he shall receive permits to deliver, to
the consignees thereof, before the discharge or landing of
said portions of said cargo.
Sec. 2. And be it further enacted, That the lien
for the freight on all goods, wares, and merchandise, sent
to the public stores or warehouses on the order of any
collector, shall remain and continue the same as if said
goods, wares, and merchandise were on board of this
vessel in which they were imported; and the collector is,
hereby, authorized and required to retain said goods until
the freight is paid, or the amount thereof deposited with
him for the use of the owner or consignee of the vessel
in which said goods, wares, and merchandise were im-
ported, or until said goods, wares, and merchandise shall
be sold be the collector as provided by law, when said
collector shall pay the freight to the owner or consignee
of the vessel in which they were imported; and in case
of dispute as to the amount of freight, the collector shall
hold the deposit until the amount is settled by agreement
of the parties, or the judgment of a legal tribunal.
