That the Secretary of the Treasury be, and he is hereby, directed to pay to John H.
Baker, out of any moneys in the treasury not otherwise appropriated, the sum of six
hundred dollars, it being the sum paid by him to ransom the crew of the ship Paragon
from the China pirates.
