That the Secretary of the Treasury be, and he is hereby, authorized and directed to
pay, out of any moneys in the treasury not otherwise appropriated, to the widow of
Lieutenant Richard E. Cochran, deceased, the sum of one hundred dollars, it being
in full payment for a horse lost in the service of the United States.
