That the Secretary of the Treasury refund to Thomas H. Leggett a sum equal to the
increase of duty imposed by the act of the nineteenth of May, eighteen hundred and
twenty-eight, entitled “An act in alteration of the several acts imposing duties on
imports,” on two invoices of blankets, flannels, and locking laize, imported from
Liverpool, invoiced at one thousand five hundred and twenty-six pounds seventeen shillings
and nine pence, British sterling, or six thousand seven hundred and eighty-six dollars
and fifteen cents, and entered at the custom-house in the city of New York on the
eighth of July, eighteen hundred and twenty-eight: Provided, That the Secretary of
the Treasury shall not make the payment above directed, until he shall have satisfactory
proof that the duties have been actually paid, and have not been returned in debenture;
that the contracts for the manufacture and purchase of said goods were entered into
in the winter of eighteen hundred and twenty-seven and eighteen hundred and twenty-eight,
and that the firm of Thomas H. Leggett & Company had not it in their power to cancel
said contracts, or countermand the shipment of said goods after the passage of the
act of nineteenth May, eighteen hundred and

and twenty-eight: And provided further, That satisfactory evidence be furnished to
the Secretary of the Treasury, by the oath or affirmation of the merchant or otherwise,
that the said Thomas H. Leggett and Company did not realize the ordinary profit on
said importations.
