Mr. Hubbard, from the Committee of Ways and Means, reported
the following bill:
A BILL
For the payment of outstanding loan office and final settlement
certificates, issued for money loaned, or for services or
supplies during the revolutionary war.

Be it enacted by the Senate and House of Repre-
sentatives of the United States of America in Congress
assembled
, That the balance of the appropriations here-
tofore made, and which on the thirty-first of December,
eighteen hundred and forty-three, was carried to the sur-
plus fund, be, and is hereby, appropriated for the payment
of any remaining outstanding and unpaid loan office and
final settlement certificates, and that the same be con-
tinued as a fund for the payment of the said certificates, in
the same manner as any other appropriation for the
funded and unfunded debt of the United States.

Sec. 2. And be it further enacted, That the ac-
counting officers of the Treasury Department be, and are
hereby, authorized to settle, on satisfactory proof of own-
ership, any of the aforementioned loan office and final set-
tlement certificates, which may have been lost or de-
stroyed, to ascertain the true specie value thereof, as may
appear by the books of the treasury to be still unsatisfied;
and that the amount so ascertained, with interest thereon,
from the date of issue to July fourteenth, eighteen hundred
and thirty-six, be paid: Provided, That before payment
be made, notice be given in one of the public papers of
the State whereof the claimant or claimants is a citizen,
of the loss thereof, for four consecutive weeks, by said
claimant or claimants, which notice shall describe the
number, date and amount of the certificate or certificates,
and state that application is intended be made for payment
thereof: Provided also, That a bond for twice the amount
that may be payable thereon, be given by the person or
persons applying for the same, to indemnify the United
States or their assigns, for any sum which may have been
erroneously paid on account of the said certificates, in
consequence of the application aforesaid.
Sec. 3. And be it further enacted, That for carrying
this act into effect, the sum of thirty-seven thousand five
hundred and eighty-nine dollars and fifty-nine cents here

tofore appropriated, and carried to the surplus fund, and a
further appropriation of twenty-five thousand dollars, be,
and the same is hereby, appropriated out of any money
in the treasury of the United States not otherwise appro-
priated, and that the said sums shall remain applicable to
the payment of any outstanding loan office and final set-
tlement certificates, in the same manner as other appropri-
ations for the public debt.
