Mr. Isaac E. Holmes, from the Committee on Naval Affairs,
reported the following bill:
A BILL
For the creation and appointment of admirals in the navy of
the United States.

Be it enacted by the Senate and House of Repre-
sentatives of the United States of America in Congress
assembled
, That, from and after the passage of this act,
the President of the United States be, and is hereby, au-
thorized and required to appoint, by and with the advice
and consent of the Senate, seven admirals.
Sec. 2. And be it further enacted, That the said
admirals shall be taken from the list of captains, accord-
in to their present position on the navy register, in re-
gard to seniority, but in the event of there being, in the
opinion of the President, objection to any who are thus

presented for promotion, then it shall and may be lawful
for the next following on the list to be substituted, against
whom no objection exists.
Sec. 3. And be it further enacted, That the pay
of the said admirals shall be the same as that now al-
lowed by law to the senior captain of the navy, and no
more
Sec. 4. And be it further enacted, That in all
cases where an officer is overslaughed, or passed over by
the decision of the President and the Senate, it shall be
the duty of the Secretary of the Navy, under direction of
the President, to place such officer or officers on the fur-
lough list.
Sec. 5. And be it further enacted, That the pay
now allowed by law to the senior captain in the navy, be,
and the same is hereby, repealed.
