A BILL
For the relief of Frederick Dawson, James Schott, and Elisha
Dana Whitney.

Be it enacted by the Senate and House of Repre-
sentatives of the United States of America in Congress
assembled
, That the Secretary of the Navy be, and he is
hereby, authorized and directed to examine, adjust, and
settle, upon such terms as he may deem reasonable and
just, to be sanctioned and approved by the President of the
United States, the claim of Frederick Dawson, James
Schott, and Elisha Dana Whitney, for furnishing the repub-
lic of Texas, in the year eighteen hundred and thirty-eight,
with sundry vessels of war and arms and equipments there-
for; and some of which said vessels and arms and equip

ments are alleged, in their memorial to Congress, dated
January thirteenth, eighteen hundred and forty-eight, to
have been received by the United States from said repub-
lic of Texas on the annexation thereof to this confederacy
as one of the States thereof: Provided, however, That such
adjustment and settlement shall only be made with the as-
sent and concurrence of the authorities of the State of
Texas legally competent to agree thereto; and such ad-
justment and settlement shall be in writing, and signed by
said memorialists and by said authorities of Texas, and
by said Secretary of the Navy, and be approved by the
President; And provided also, That said Dawson, Schott,
and Whitney shall transfer to said Secretary of the Navy
for the United States, said debt so agreed to be paid and
the evidences thereof, and the vouchers therefor, and the
said State of Texas shall agree to satisfy and discharge
the same, by a transfer of the lands of said State to the
said Secretary of the Navy for the United States, sufficient
therefor, in which case said Secretary of the Navy is here-
by authorized, with the sanction and approval of the Presi-
dent, to receive such lands in satisfaction and discharge
of the amount so agreed to be paid by the United States,
upon such terms and at such prices as said Secretary, with
the approval of the President, may deem reasonable and
sufficient to indemnify the United States in the premises.

Sec. 2. And it be further enacted, That it shall be the
duty of the Secretary of the Treasury, upon such agree-
ment in writing, executed and approved as aforesaid, being
filed with him, and the certificate of said Secretary of the
Navy endorsed thereon, that the terms thereof have been
fully complied with by said Dawson, Schott, and Whitney,
and by the State of Texas, to issue certificates of stock
for the amount agreed thereby to be paid by the United
States to said Dawson, Schott, and Whitney; such stock to
bear and interest of six per centum per annum, payable
semi-annually, at such times and places as other United
States stocks are payable, and the principal redeemable at
such time as said Secretary of the Treasury may determine,
not exceeding five years from the issuing of such certifi-
cates, and the said certificates shall be for such amount,
not less than five hundred dollars in one certificate, as said
Secretary may deem proper.
