For the relief of Lieutenant John E. Bispham, of the United States
navy.

Be it enacted by the Senate and House of Repre-
sentatives of the United States of America in Congress
assembled
, That the accounting officers of the treasury
be, and they are hereby, authorized to ascertain the
amount disbursed by Lieutenant John E. Bispham, in the
defence of a certain proceeding in the district court of the
United States for the eastern district of Pennsylvania,
wherein Charles J. Lovett and others were libellants and
the said John E. Bispham was the respondent, and also
the amount for which he is justly liable as counsel fees or

otherwise, by reason of the said libel suit, and the amount
which may be so ascertained is hereby appropriated for
the payment of the same, out of any money in the treasury
not otherwise appropriated.
