A Bill to establish a branch mint of the United States in California and for other purposes.
Be it enacted by the Senate and House of Representatives in Congress assembled

That a branch of the mint of the united States shall be established in the Harbour of San Franciscou in California on board of the United States ship Pennsylvania which shall be sent there with the necessary complement of officers and men for that purpose

And be it further enacted that the following officers shall be appointed by the President with the advice and consent of the Senate—One Superintendent, with a salary of three thousand dollars, one treasurer with a salary of twenty five hundred dollars, a chief coiner with a salary of twenty five hundred dollars, one assayer, one melter, and one refiner ^and one clerk^ with a salary of twenty five hundred dollars each, and to the subordinate workmen & servants not exceeding eight such wages and allowances shall be paid as are reasonable according to their respective stations and Occupations

and for the purpose of paying the said salaries wages allowances and incidental expences of said mint, and expences of the ship for the year 1849. the sum of dollars is hereby appropriated out of any monies in the treasury not other wise appropriated

And be it further enacted, That all the laws and parts of laws made for the regulation of the mint of the United States, the government of its officers and punishment of offences connected with the mint or coinage of the United States, shall be and the same are hereby declared to be in full force, in relation to the branch mint by this act established, so far as the same shall be applicable thereto. Provided however the 18th section of the act entitled “An1 act supplemental to the act entitled ‘an act establishing a mint and regulating the coins of the United states” be amended so as to authorize the director and Secretary of the Treasury to regulate the charges of the mint in such

as manner as cover, but not exceed the in their judgment the actual expences of the mint including the salaries & pay of officers and workmen from the period it commences operations.

Be it further enacted. That it shall not be lawful for any citizen of a foreign nation who shall not have declared his intention to become a citizen of the United States and taken the oath of allegiance, to dig gold in California except as a labourer on wages, and any such person offending herein shall be removed on conviction thereof out of the limits of the territory. And the naval ^civil^ and military officers of the United States, stationed in California are hereby charged with the execution of this law
