the following bill:

To classify the clerks of the military departments of the army
and to qualify their salaries.

the following bill:
A BILL
To classify the clerks of the military departments of the army
and to qualify their salaries.

Be it enacted by the Senate and House of Repre- sentatives of the United States of America in Congress assembled, That the clerks now authorized by law for the several military departments of the army, attached to the War Department, shall be divided into classes, with the same salary for each class as hereinafter stated, namely: chief clerks, with a salary of sixteen hundred dollars a year each; first class clerks, with a salary of fourteen hundred dollars a year each; second class clerks, with a salary of twelve hundred dollars a year each; and third class clerks, with a salary of one thousand dollars a year |

each. Which salaries shall be in full for all public ser- vices of whatsoever kind they may perform. Sec. 2. And be it further enacted, That there shall be allowed to each of the military departments hereinafter named, one messenger, with a salary of seven hundred dollars per annum; which sum shall be in full for all pub- lic services of whatsoever kind they may render. Sec. 3. And be it further enacted, That it shall be lawful for the respective military departments to employ the number of clerks, as hereinafter stated and classified, and no more, either of any particular class or in the ag- gregate, namely: in the office of the adjutant general, one chief clerk, two first class clerks, two second class clerks, and three third class clerks; in the office of the chief engineer, one chief clerk, two first class clerks, one second class clerk, and one third class clerk; in the office of the surgeon general, one chief clerk, one first class clerk, and one third class clerk; in the office of the colonel of ordinance, one chief clerk, two first class clerks, two second class clerks, and three third class clerks; in the office of paymaster general, one chief clerk, two first class clerks, two second class clerks, and three third class clerks; in the office of the quartermaster general, one chief clerk, two first class clerks, two second class clerks, and one third class clerk; in the office of the commissary |

general of subsistence, one chief clerk, two first class clerks, and one second class clerk; and in the office of the colonel of topographical engineers, one chief clerk, one second class clerk, and two third class clerks; Provided, That the extra clerks, for whose compensation provision is made by existing appropriations, may be retained in employment so long as these appropriations provide for. Sec. 4. And be it further enacted, That so much money as may be necessary, in addition to the appropria- tions made by the act entitled “An act making appropria- tions for the civil and diplomatic expenses for the fiscal year commencing July first, eighteen hundred and forty- nine, to pay the salaries of the regular clerks authorized by the third section of this act, be, and the same is hereby, appropriated out of any money in the treasury not other- wise appropriated. |
