BE IT ENACTED by the Senate and House of Representatives of the United States of America in Congress assembled,
THAT the District Judge, of the three Judicial districts, established by law in the State of Tennessee, be and he is hereby authorized to hold special terms of the Circuit and District Courts of the United States, in either of said Districts, at such times as the public business may require the same to be done; and at which special terms he shall have jurisdiction and power to hear and determine causes civil and criminal, and to do all judicial acts that he lawfully may do at a regular term of said court. And preparatory to holding a special term the District Judge may order the marshal of the district to have jurors witnesses, and parties, in attendance; and it shall be the duty of the marshal to prepare for said special term in the same manner that he does for a regular term of the court, unless instructed specially to the contrary by the District Judge: Provided, that it shall be the duty of said Judge to give notice that said special term is to be held, at least thirty days before the time when the term is to commence, in two of the principal newspapers printed

in the district where the court is to be held, and which shall always be at the ordinary place established by law for holding the regular terms of the court.
Sec. 2 And be it further enacted, That the Judge of the Supreme Court of the United States presiding in the circuit of which the districts in the State of Tennessee are, or may be a part, shall have the same power and jurisdiction to attend said special terms of the circuit courts, and to preside and hear judicial causes and questions therein, that he now has, at the regular terms of said courts.
Sec. 3 And be it further enacted, That this act shall be in force from and after the passing thereof.
