BE IT ENACTED by the Senate and House of Representatives of the United States of America in Congress assembled, THAT the Military Reservation at Fort Winnebago, in the State of Wisconsin, be and the same is hereby granted to the State of Wisconsin, to be used or disposed of by said State for Penitentiary purposes.
