Whereas William Green, junior, by his memorial sets forth that he has, after many
years’ experiment, obtained a method of manufacturing sheet iron, known in trade
as Russia sheet iron, which process he believes to be the same as that now used in
secret in Russia, but which has not been known or used in this country, or published
or patented inany foreign country and whereas other citizens of the United States have also represented
themselves as possessed of the same art, Therefore,
Be it enacted by the Senate and House of Representatives of the United States of America
in Congress assembled, That the same William Green, junior,or any other citizen of the United States, be, and he is hereby authorized to apply
for letters patent for said improvements, and the Commissioner of Patents is hereby
authorized to issue them to any such citizen as aforesaid who can prove to his satisfaction
that they have dis-covered the same secret or that they possess the art of making
the articule called Russia sheet iron without being required to make oath or affirmation
as provided in the sixth section of the act approved fourth July eighteen hundred
and thirty six, entitled “An act to promote the progress of the useful arts, and to repeal all other acts and parts of acts heretofore
made for that purpose”’; and instead thereof to make oath or affirmation that he verily
believes that the improvement for which he asks letter patent was never known or used
in this country, or patented or published in any printed publication in this or any
foreign country prior to the passage of this act.
