A bill to ^Joint Resolution^ to amend an act to amend an act to establish entitled an act to establish certain Post routs and for other purposes approved March 3d 1847 Be it Resolved1 by the Senate and House of Representatives in Congress assembled that the provisions of the 13th Section of an act entitled an act to establish certain Post routs and for other purposes approved March 3d 1847 which relates to the prepayment of Postage on “newspapers not sent from the office shall not be so construed as to extend to newspapers containing Legislative proceedings of the Legislatures of the several states sent by the members thereof to their constituents or others, but all such papers shall be charged with same rate of postage as papers to regular subscribers, which postage shall not be required to be prepaid,
Resolved further that to prevent fraud it shall be the duty of the members of the Legislatures, to endorse upon the
