That the Fourth Auditor of the Treasury be, and he is hereby, authorized and directed
to adjust and settle the accounts of Samuel T. Anderson, upon principles of justice
and equity, under the direction of the President, and to pay him such amount as may
be thus adjudged to be due him, out of any money in the treasury not otherwise appropriated.
