CONGRESS ASSEMBLED,
That the proper accounting officers of the Treasury department be, and they are hereby,
authorized to settle and adjust the accounts of Thomas M. Howe late pension agent
at Pittsburgh in the State of Pennsylvania, according to the principles of equity;
and to admit the vouchers without regard to strict legal rules, if to them it shall
appear that said vouchers are in all other respects correct.
