Resolved By the Senate and House of Representatives of the United States of America in
CONGRESS ASSEMBLED,
That the President of the United States be, and is hereby, authorized to present at his discretion such medals or other testimonials as he may deem appropriate to foreign officers or seamen, who shall render timely relief to American vessels or sailors where in danger or distress from the disasters of the sea: and that the Secretary of the Treasury, be directed to submit to Congress in his annual estimate, such amount of appropriation as he shall deem necessary to carry this resolution into effect.
