3 THAT^^in the name and behalf of the
4 American people, the congratulations of
5 Congress are hereby tendered to the people
6 of France, upon the success of their recent
7 efforts to consolidate the principles of liberty
8 in a republican form of government
9 Sec. 2. And be it further resolved, That
10 the President of the United States be, and
11 he is hereby, requested to transmit this
12 resolution to the American minister at
13 Paris, with instructions to present it to
14 the French government
