assembled,
THATit shall be in the power of the Postmaster General of the United States, for reasons
which may be deemed by him sufficient, at any time after five years after ^[ any disability &c^such disability has been incurred,^]^ by entering into the combinations therein specified, to remove said disability, and
to restore such persons, after the time aforesaid, to all the rights they may have
lost by reason thereof: Provided, That in every case where the said Postmaster General
. . .shall have removed said disability he shall report his decision to Congress with his
reasons therefor.
