Sec[Section] 1. Be it enacted by the people of the state of Illinois represented in the General Assembly; That in all elections for Trustees and other officers in any incorporated town in this state, persons entitled to vote at such elections shall have resided at least six months next preceeding such election within the corporate limits of such town where any such election may be held.
Sec 2. That when any vacancy shall occur in the Board of Trustees of any incorporated town by death, resignation[,] or otherwise, it shall be competent for a majority of the Trustees of any such incorporated town to call an election to supply such vacancy.

On January 11, the House of Representatives referred the bill to a select committee. The select committee reported back the bill on January 15 with an amendment, in which the House concurred. On January 16, the House tabled the bill.
