To the Honl the Senate and House of Representatives of the state of Illinois.
The petition of the undersigned citizens of Mount Vernon Jefferson County respectfully sheweth, That oweing to the insufficiency of the laws of this state for the suppression of vice & immorality of various kinds our Vilage has become Very disorderly, and to enable your petitioners to more effectually suppress the same, we pray your honorably boddies to grant us an act of incorporation (as near as the concerns [...?] of the place will justify) similar to the act incorporating the town of Lawrenceville, Approved February the 12th 1835. And your petitioners as in duty bound will every pray &c[etc.]1

you will perceive that every man within the bounds except Abner Melchor and Thos. B Afflack have ^signed^ the within petition. Mr Melchor I have not seen, but you Know from the man he would have signed it Thos B Afflack is gone to St Louis (you know he wuld have signed it had he have been at home. There has been more disorder in our town this winter than wer you saw ever in Mt Vernon. Joshua Jarroll last night stabed Gazanay Elkins not dangerous by the [?] is lying a t Dr Park’s mark to ^be^ removed. From information I [?] was not much to blaime, how many fist fights I dont Know, [Some?] have plead guilty and paid their fines. In the act of incorporation [...?] ^attd^ the 5th Election so as to give the [?] as well as sign taking Auctions, taverns & to the trustees. The 14th section you need not put in the bill as every man has signed the petition except two and they would have been glad to . . . shame as it [?] they had an opportunity, just [?] it so as to authorises an election for trustees prescribe the mode &c. Make it the duty of the citizens to Keep up the roads & Streets within the Chartered limits of the town and no more. Please to use all your influence to have the law passed this session
1On January 11, 1836, the House of Representatives passed a bill incorporating Mount Vernon, but the bill did not pass the Senate. On February 10, 1837, the General Assembly passed an act incorporating the town.
