. . .expedient to accomplish the designs and purposes, and to carry into effect the provisions of this act, and for the transfer and assignment of its stock which is hereby declared personal property and transferable in such manner as shall be provided by the by-laws and ordinances of said Corporation.
Sec[Section] 9. Said company shall transport the united states mail upon the whole line of said road, wherever required by the Post Master General, Provided that if the Postmater General and the company shall be unable to fix agree upon the compensation to which said company shall be entitled, the the P.M.[Postmaster] General may appoint ^choose^ one person & said ^company^ shall choose another who should they be unable to agree upon the compensation to said company shall be entitled shall choose

a third person & the compensation fixed by them or a majority of them shall be binding upon said Company.
Sec 10. If the said company shall not commence the work within two years from the passage of this Act and complete within five years then this act shall thenceforth cease & be void.
