Sec[Section] 1 Be it enacted by the people of the State of Illinois, represented in the General Assembly, That the Clerk of the Circuit Court of the county of Madison, be, and he is hereby authorized to take and convey the record books of said court to any place he may select for the purpose of having the same rebound in a proper and substantial manner; and when said records shall be so rebound, the said Clerk shall return the same to the office of the Clerk of the Madison Circuit Court, without any diminution or injury.
