Sec.[Section] 1. Be it enacted by the People of the State of Illinois represented in the General Assembly, That the Judge of the second Judicial Circuit of this State be and he is hereby authorized in [term?] time to appoint some attorney of the Court to prosecute all suits in behalf of the
people until an attorney general or States Attorn[ey] be elected and qualified to [dis]charge said duties.
