Sec.[Section] 1. Be it enacted by the People of the State of Illinois represented in the General Assembly That so much of those alleys in the Town of Winnebago as run through Block one, and Block forty of said town, be and the same are hereby va cated, Provided that the Consent of the owners of lots on said alleys shall first be obtained
