Sec.[Section] 1. Be it enacted by the People of the State of Illinois Represented in the General Assembly That hereafter should it become necessary to appoint a joint committee an the part of the General assembly of the State to investigate Charges against any officer or officers it is hereby made the duty
of said committee to act as a court of enquirary and report the facts in a condensed form to each branch of the General assembly then in session together with the opinion of said committee as to the probable guilt
or inosence of the officer thus accused
