Sec[Section] 1 Be it enacted by the People of the State of Illinois Represented in the General Assembly, That letters of Administration, letters Testamentary and all process, certificates, and all other papers, made or issued by Judges of Probate, or Justices of Probate, to which, the private seals of such Judge, or Justice, is or may be affixed, because of there being no public seal, shall be as valid to all intents and purposes, as thou[gh] a public seal had been used, and the provisions of this act shall be considered, retrospective, as well as prospective.
