Sec[Section] 1 Be it enacted by the people of the State of Illinois represented in the General Assembly, That the provisions of an act Entitled “an act to incorporate the Town of Uper Alton” approved 18th February 1837, shall be, and are hereby made applicable to the Town of Vandalia, and all power and privileges granted to said Town of Uper Alton, shall be, and are hereby granted, to said Town of Vandalia except the three first sections of said act
Sec 2. This act to take effect from its passage.

1Robert Blackwell introduced SB 246 in the Senate on February 20, 1839. The Senate referred the bill to a select committee. The select committee reported back the bill on February 22 with an amendment, in which the Senate concurred. The Senate passed the bill as amended on February 23. On March 2, the House of Representatives tabled the bill until July 4.
