be it Enacted by the people of the state of Illinois represented in the general assembly
that all work and operations on all the works provided for in an act to Establish
and maintain a general system of Internal Improvement and the Laws amendatory there to to the same are hereby directed to be suspended untill further Legislative provision is made as to the manner in which said works shall
here after be proscribed
