1An unknown representative introduced HB 121 in the House of Representatives on or before January 30, 1840. The Journal of the House does not record the bill’s
progress through the chamber, but the House read the bill three times and engrossed
it on or before January 30. The House passed the bill on January 30 under the title
“A Bill Authorizing the Auditor of Public Accounts, and the Trustees of Shawneetown to Make Deeds in Certain Cases.” The House informed the Senate of the bill’s passage, but the latter took no action. Neither the House or Senate
journal recorded a title change to “A Bill to Amend ‘An Act concerning the Public
Revenue, Approved February 27, 1833.’”

2On January 13, 1840, Wyatt B. Stapp of the Committee on Finance, on which sat Abraham Lincoln, introduced a bill by this title in the House of Representatives. The House passed this bill as amended on January 27, and the Senate concurred on January 30. There is no evidence, however, that the House or Senate
sent the bill to the Council of Revision for approval. The Illinois State Archives has no text for this bill.
