Sec[Section] 1. Be it Enacted by the People of the State of Illinois represented in the General Assembly That each witness who shall be called before any Circuit Court of this state shall be allowed seventy five cents for every days necessary attendance at such court,
and fifty cents per day for each days attendance before a magistrate and each witness
shall be allowed five cents per mile for each mile of necessary travel over Ten miles
going to and returning from the place of trial, and that the office of Secretary of
the Canal Board2 be and the same is hereby abolished and hereafter the duties of the office of secretary
of said Board shall be performed by the Treasurer of said Board3

1John J. Hardin introduced HB 137 in the House of Representatives on January 15, 1840. The House referred the bill to a select committee. The select
committee reported by the bill on January 30 with amendments, in which the House concurred.
The House amended the bill by adding language abolishing the officer of secretary
of the Canal Board. The House reject amendment and motions to table bill or indefinitely
postpone consideration. The House engrossed the bill but did not read it a third
time.

2In 1835, “An Act for the Construction of the Illinois and Michigan Canal” established the office of Secretary of the Canal Board of Commissioners. His primary
duty was to keep records of their meetings.
