Sect[Section] 1st Be it enacted by the People of the State of Illinois represented in the general assembly That John W Sullivan of Clay County be and he is hereby appointed Commissioner and agent for said county to superintend the construction of bridges and the improvement of roads, which have been placed under contract by the Commissioners of said county, and to let out by contract such Bridges as said Commissioners, may have failed to [place?] under contract, in the same manner [?] said Commissioner was required [?] to do, and to be paid for out of the [moneys?] received from the state, a proportion of the two hundred thousand dollars distributed [?] those counties through which no Rail-Road or canal passes
Sect 2 The said John W Sullivan previous to entering upon the duties required of him by this act shall give bond with such security as will be approved by the county Commissioners Court of said County, in such sum as said commissioners may deem sufficient, not exceeding double the amount of all moneys which will probably come into his hands said bond to be drawn to the county Commissioners and their successors in office for the use and benefit of the county
Sect 3d On bond being given as aforesaid the commissioners Court shall settle the [?]

of disbursements, and give said agent an [?] the county treasuary for the ballance of said fund, and the same together with all monies which may have been received by said county from saline lands shall be paid over to said agent, to be by him disbursed in [completing?] contracts now made (as well as those required to be made) for constructing Bridges causeways, surveying and locating such roads as are required by law to be located in said county.
Sect 4th Said agent shall expend to the best advantage for public good, a sufficient amount of said moneys to complete said Bridges, and improvement on roads heretofore provided for by law; he shall also apply one hundred dollars in improving the navigation of the Big Muddy fork of the little Wabash
Sect 5th Should there be a ballance re[maining?] in the [?] of said agent after [?] the improvements aforesaid, he shall [expend?] said ballance in improving such roads [in said?] county as the public most requires, by bridging and causwaying, so far as said ballance will enable him to do.
sect 6th The said John W Sullivan is hereby authorised to draw any ballance of money now due or to become due by appropriations made by the state to the county of Clay, out of the proceeds of the sale of saline lands and he shall render an account and settle up with the Commissioners Court of said county at the June term 1841

Sect 7th The said John W Sullivan shall be allowed for his services one dollar and fifty cents per day for each and every day necessarily employed in discharging the duties required of him by this act, he may also appoint an assistant, who shall be allowed not exceeding one dollar and fifty cents per day while necessarily employed
Sect 8th Should the said John W Sullivan neglect[,] refuse[,] or fail to act as such agent, the county Commissioners court of said county shall appoint some suitable person to act as such commissioner and agent
