Sec[Section] 1 Be it enacted by the people of the State of Illinois, Represented in the General Assembly That there shall be established a State Road commencing at or near the house occupied by John Shrigley in Cook County as a Tavern, thence running in a northerly direction to cross the west branch of the north branch of the Chicago river at a bridge near the residence of Silas W. Sherman, thence in a northerly direction on the best and nearest route till it strikes the county road laid out fromSouthport to Ellisville at the house now occupied by William Dwyer and along said county road till it strikes the State line.
Sec 2. That Silas W. Sherman, Arthur Patterson[,] and Richard Murphy, be, and they are hereby appointed Commissioners to view, mark[,] and locate said road; that they shall meet on the first Monday in April next and proceed to locate said road on the most eligible ground, and that the two counties of Cook and Lake shall not

be charged with the expenses of said survey and location.
Sec 3. When the said road shall be located it shall be deemed a public highway and worked and repaired accordingly.

1Richard Murphy introduced HB 16 in the House of Representatives on December 13, 1839. The House passed the bill on December 17. On December 23, the Senate referred the bill to the Committee on Public Roads. The Committee on Public Roads reported back the bill on December 24, reporting that the House in passing said bill had not observed the act concerning state roads passed in the previous session, and Senate tabled the bill. On January 29, 1840, the Senate took up the bill, amending it by adding language from a bill abolishing the system of internal improvements passed by the Senate on January 20. The Senate passed the bill as amended, amending the title by adding the words “and for other purposes.” The Senate informed the House of the bill’s passage and amendment, but the House took no action on the Senate amendments.
