1Joseph Naper introduced HB 186, originally titled “A Bill for the Relief of Stuart, Sunger, and Wallace,” in the House of Representatives on January 20, 1840. The House referred the bill to the Committee on Canals and Canal Lands. The Committee on Canals and Canal Lands reported back the bill on January 30 with an amendment, in which the House concurred. On February 1, the House passed the bill as amended, amending the title so as to read “A Bill Supplemental to ‘An Act in relation to the State Bank of Illinois.’” The House reported the bill’s passage to the Senate, but the latter took no action.
