1Sectn[Section] 1 Be it Enacted by the People of the State of Illinois Represented in General Assembly That so much of the Two Hundred Thousand Dollars appropriated and has been paid over
to the Several Counties not furnished with a Rail Road or Canal in conformity to the
Fifteenth section of an act to Establish and maintain a general sistem of Internal Improvement approved February 27th 1837. shall be refunded and paid back to the Treasury of the State
Sectn 2d The Treasurer of each county having received moneys from the State under the act as above refered to shall be required to pay over to the state Treasurer the several amounts so received
on or before the day of and take his voucher or receipt for the same.

1Richard G. Murphy introduced HB 214 in the House of Representatives on January 21, 1840. Representatives offered amendments, which the House tabled.
The House refused to table the bill until July 4 by a vote of 41 yeas to 42 nays,
with Abraham Lincoln not voting. Representatives offered further amendment, and the House tabled the
bill and proposed amendments by a vote of 43 yeas to 40 nays, with Lincoln not voting.
