Section 1. Be it enacted by the people of the State of Illinois represented in the General Assembly. That it shall be the duty of the Auditor of Public Accounts, Treasurer, and Secretary of State so soon as practicable after the rising of the
present General Assembly, to examine fully and thoroughly the records, vouches, and accounts of the Board of
Commissioners of the Illinois and Michigan Canal, and all the disbursements of money, and the particular objects to which the contingent
fund has been applied from the commencement of said Canal in 1836, and that they specially enquire into the necessity, and expediency of constructing
the Saganaskee road, whether it was necessary, and to the interest of the State in the construction of said Canal to make the same, what loss the State has sustained thereby.
Se^c^tion 2nd Said Auditor, Treasurer and Secretary of State, (a majority of whom may act) shall make a full
report of the condition of said office, and the fiscal concerns of the same to the
Governor who shall communicate the same to the next General Assembly.

1Josiah Fisk introduced HB 62 in the House of Representatives on December 28, 1839. The House referred the bill to the Committee on State Roads.
The Committee on State Roads reported back the bill on January 25, 1840, with an amendment,
in which the House concurred. The House passed the bill on January 30. The House
informed the Senate of the bill’s passage, but the latter took no action.
