Whereas Henry Singleton having through mistake located a Steam Saw Mill on the West half of the North East quarter of section No 15 Township No 16 south of Range No 1 West for the completion of his contract for [superstructure?] on the southern Division of the Central Rail Road And whereas by the location of said Mill the value of the adjacent State land has been greatly enhanced, therefore
Be it enacted by the People of the State of Illinois Represented in the General Assembly
1st That whenever the West half of the North East quarter of section 15 in Township No 16 south of Range No 1 West or that portion of it which may cover the Improvements made by H Singleton shall be offered for sale by the state through her agents, The said Henry Singleton his ass heirs or assigns shall have the preemption right to purchase said land Tract containing Five acres. The value of same considered in a state of Nature, And the said H. Singleton his heirs or assigns is hereby authorized to occupy and use said land until said sale shall be so affected, And if the said H. Singleton his heirs or Assigns shall refuse to purchase said tract at the value set by the state and if the said tract be purchased by any person or persons the said H. Singleton his heirs or assigns shall receive from said purchaser or purchasers the ^appraised^ value of the aforesaid ^such^ improvements as may be thereon at the time of sale so made
2. That th Elijah Willard be and is hereby authorized to lay out and divide the said Tract or cause the same to be done, commencing at the South East

E[North East] quarter of sec[section] 15 as many hundred feet as when the distance of said division line ^from the outside of clearing of C R. R.^ shall have been ascertained the said distances shall inclose Five acres, From thence due West to the Outside of clearing of the C. R. R. from thence down the said Road southerly to the South boundary of Said quarter section And from thence to the beginning
The state reserving at the same time the full and uninterrupted right of way along said Tract
