The petition of Arthur E Hall Post Master, and sundry citizens of South Quay and vacinity
sheweth that whereas, at the time Arthur E Hall accepted of the office of Post Master
at South Quay, it was with a full knowledge, that the compensation was small, but
then he had only Three mails pr week, whilst at present they have increased to near
three pr day, by the establishment of a line of steamboats and stages through ^to^ this ^
to
^ place, and South Quay P.O. being made the connecting point for Five different routes,
it requires nearly his whole time to attend to the duties of the Post Office, Prays
that Congress take into consideration the fact, that for all this service, he does
not receive to exceed $20. or $30. per Quarter
^annum^, and that suitable compensation, be allowed him, commencing from April 1848, (the
time this extra duty was forced upon him) and that the office be placed upon a fixed
salary, to enable the Post Master to employ a suitable person, as Assistant in discharging
the duties of said Office,

The amount of labor necessary for the management of your office is altogether disproportionate
to the compensation recieved, and when the facts are known, Congress will no doubt
make an appropriation in your behalf. The length of time required for the despatch
of Mails every day, time taken from your daily labor, constitutes a strong plea for
adequate remuneration. A little family dependant on you for their daily bread adds
greatly to the efficacy of your plea.
Knowing as well as I do, from my official position, and from personal observation
on the spot, I should have no hesitation in recommending your case to the favorable
action of Congress; believing that that body would unhesitatingly appropriate $300
per annum for your relief, to commence from 1 April last, when the extra labor was
thrown upon your office in consequence of the failure of the Portsmouth Rail Road

From my personal knowedge of the duties of the Post Master at So Quay Nansemond county
Va I am prepared to say, that they are of such a character, that it must necessarily
occupy, nearly his whole time, to attend them, and the commissions
arrising
from postage is no equivelent to his services.
From the number of mails he has to attend to, I am satisfied that ^he^ must be constantly confined, and consequently have but little time to devote to his
private busines.
Mr Hall is attentive to his Office, doing all in his power to promote the interest of
the department, and uses evry effort to ensure the safety of the Mails, No Man more
so, & I take pleasure in recomending his case to the favourable consideration of Congress
for an extra allowance for his services as Post Master

Quay and the duty he has to perform together with his attention to the business of
the office. and I am satisfied that the compensation which he receives is no equivelant to the services rendered. Having been somewhat connected with the mail service between
So. Quay Va, and Plymouth N.C. I can safely recommend his case to the favourable consideration
of Congress, for an extra allowance, Knowing that Mr Hall has attended to the business of the
office strictly and must necessarily take his whole time.
