in Congress, assembled.
The petition of Philip Kellar Post Master at Covington Louisiana
Respectfully Sheweth.
On the Sixteenth of August 1845 a Robbery was committed by some person or persons
by breaking into the post office at this place and taking therefrom the Revenue received
during the second quarter ending 30th June 1845, and part of the third quarter, ending 30th September 1845. Said funds were kept by petitioner in the office, and as safely as
they could possibly be at the time of the taking, that said loss did not originate
by the neglect or negligence of petitioner; but from a cause over which petitioner
could exercise No control, it was unavoidable, being So; and the pecuniary Standing
of petitioner, being such; requires every dollar for the Support of himself and family,
and should petitioner be compelled to pay the amount necessary to meet the demands
of the department in consequence of this Loss it would be Most Sensibly felt by them.
There fore petitioner pray Your Honble body to grant him relief by passing a special
act in his favor, releasing petitioner from the payment of said Sum, To wit Eighty
Dollars the amount of said Loss. and as in duty bound petitioner will every pray &c.
