To the Congress of the United states
The memorial of the undersigned members of the senate and house of delegates of Virginia,
respectfully represents, That they represent the interrest of ^a^ section of the state important in its population and wealth, comprising the Town
of Lynchburg, the counties of Campbell Bedford Franklin Henry Patrick Floyd Carroll
Grayson Wythe and Smythe, and that the mail facilities and accommodations of that
section, are altogether insufficient and inadequate to its wants—particularly between
Rockey mount in Franklin county and the town of Lynchburg, there being at this time
no direct mail route From Rockey mount south and west there have already been established routes connecting with the south & west and a
direct route eastward is now necessary to form and complete our connection [with?] our principal market town, ^Lynchburg with^ the metropolis of the state & the united states and the nothern cities. The importance
of the interrest which they represent is partially evidenced by the fact, that the
legislature has heretofore appropriated a large sum of money to the construction of
a turnpike road from New London in Campbell county by the village of Rockey mount
to Jacksonsville in Floyd county, which by a recent act has been extended to the seven
mile ford of Holsteen in Smythe county, making a continuous line of improvement of
more than One Hundred & fifty miles, apart from

the branches authorised & contemplated thereto. This improvement now in a course of
location, will in a short time be put under contract for construction, and when completed
will not only be the most direct & shortest, but in every respect the most desireable
route for the transportation of all such mail matter as may be designed for the larger
portion of the counties before named. They therefore pray the enactment of a law establishing
a post route from New London along the said turnpike to the village of Rockey mount
in Franklin county and that the transportation of the public mail along said route
may be in some suitable vehicle suitable for the transportation of passengers. And untill the said turnpike
shall be completed they pray that authority may be granted for the transportation
of said mail along the present road by Wade’s, Goose creek, Hollands, & Taylor’s store
post offices &c
