To the Senate and House of Representatives of the United States:
The petition of the subscribers residents of the County of Scotland Missouri would
respectfully represent & show that they are laboring under great inconvenience for
the want of a mail rout from the Town of Memphis the County seat of Scotland County
to Keosaqua Van Buren County ^(Iowa)^. That the greater portion of your subscribers reside between the aforementioned points
from six to ten miles from any post office, They therefore pray that a mail rout be
established from Memphis to Keosaqua, and that a post office may be established at
some convenint point near the center of said rout & in duty bound we will ever pray
