Sir:
In an answer to your letter of the 1st inst enclosing an application for changing route 1406, I have the honor to say that the existing Post route from West Philadelphia to Edgemont cannot with propriety be changed so as to embrace the road on which you wish to send the mail.
I therefore return the papers for the action of the Committee to establish a route from West Philadelphia by Kellysville, Lobb’s Store, Springfield, Rose Tree & Bishop’s Works ^to^ Howellsville, 19 Miles.
I am respectfully
Your obt servt
