The undersigned citizens of the county of Delaware in the State of Pennsylvania respectfully
recommend the establishment of a Mail route from Philadelphia to Howelville via. Kelly’s
ville, Springfield & Rose Tree beleiving that the business of those places would fully Justify any expence that the department
would incur in the establishment of the route.
